The University of Maryland Baltimore seeks a transformational Construction Project Management Leader to serve as its Director of Design and Construction. Reporting to the Associate Vice President for Facilities and Operations, the successful candidate will lead a twenty-five-person Life Cycle Construction Project Management Office currently managing approximately 200 projects valued over $200,000,000. Additionally, the Director works with a broad array of institutional customers and leaders, design and construction professionals, and State officials, to manage the design and construction of state-of-the-art facility projects that support the University’s missions.
Create and sustain a cohesive, collaborative high performing team. Hire, develop, motivate,
mentor, and evaluate a staff of professionals and paraprofessionals.
Develop and implement a comprehensive plan for the organization.
Develop and implement policies, procedures, and processes that both achieve established goals
and represent industry best practices.
Develop and implement the necessary internal controls to ensure compliance with all
applicable rules, regulations, and laws.
Collaborate with the campus community to formulate plans, optimize space, and expedite
renovation and construction of campus facilities.
Represent the University and work collaboratively with the Board of Public Works, the State
Legislature, design review boards, historic preservation groups, and similar external entities.
Collaborate with the Real Estate, Planning, and Space Management Office; provide guidance in
preparing a campus master plan that establishes priorities for space utilization and renovations.
Collaborate with Operations and Maintenance to establish and implement a comprehensive
facilities renewal program and design standards.
Participate in the negotiation of design, construction, and specialty service contracts and major

• Thorough knowledge of Construction Project Management including planning, design,
design review, permitting, inspection, construction, commissioning, and close out.
• Exceptional teambuilding and change management skills.
• Excellent verbal and written communication skills; able to explain complex subjects to a
broad range of audiences.
• Ability to develop compelling mission and vision statements.
• Ability to cultivate and strengthen the internal and external relationships necessary to
implement and achieve the mission and vison.
• Thorough knowledge of all applicable requirements, regulations, and laws.
• Skilled in the effective use of applicable technology/systems. Knowledge of E-Builder or
similar Project Management Information Systems a plus.
• Ability to demonstrate, understand, apply, and adhere to the UMB Core Values of

Education: Bachelor's in Engineering, Architecture, Construction Management, Urban Planning,
Business, Public Administration, or related field required. Masters preferred.
Certification: Project Management Institute PMP Certificate or CMAA Certified Construction
Manager (CCM), or ability to obtain certification within 12 months of hire, required.
Engineer or Architect registered and licensed by the Maryland Board of Professional Engineers
or Architects, if applicable, preferred.
Ten (10) years’ experience of increasing responsibility in program and project management of
institutional or commercial projects, including design review, project permitting, and project
assessment. Experience in a medical research environment preferred.
Five (5) years supervisory experience, directly responsible for the recruitment, training,
professional development, and performance management of managers and staff.
